Since its founding, the Islamic State of Iraq and Syria, or ISIS, has risen to prominence in the world of international terrorism, attempting to establish itself as a formidable jihadist brand. ISIS set out to establish “Wilayat,” or provinces, in order to prepare the way for its eventual expansion. From the beginning, the group had aspirations of becoming the dominant force in the global jihad landscape. These provinces, which hold the names of several nations and regions, act as the operational centers of ISIS, with each location having a specific role in the organization’s overall plan.
ISIS named its provinces after historical figures that were reminiscent of the regions they hoped to conquer, taking inspiration from the Islamic Golden Age. Afghanistan, for example, was given the nickname “Khurasan,” referring to a time when the area prospered under Islamic control.
At present, ISIS has an astounding 56 Wilayat that are dispersed throughout multiple nations and regions, indicating the breadth of its operational reach and power. These Wilayat cover a wide range of geographical areas, from distant parts of Africa and Asia to the Middle East’s core.
The significance of these Wilayat cannot be emphasized, as they serve as the linchpin of ISIS’s global outreach and propaganda operation. ISIS spreads its radical ideology by creating a presence in vital strategic areas and using images, films, and other multimedia assets to reinforce its message.
It is imperative that these Wilayat be addressed in order to successfully counter ISIS’s internet presence and reduce its impact. Authorities can weaken ISIS’s capacity to recruit, radicalize, and incite violence across borders by sabotaging their digital footprint and thwarting their propaganda campaigns.
A few names stick out among the many Wilayat; they are all associated with a hub for counterterrorism operations and an ISIS stronghold. These provinces, which stretch from Wilayat al-Raqqa to Wilayat al-Shamal Baghdad, represent the depth and breadth of ISIS’s territorial aspirations.
Moreover, Wilayat that act as hubs for extremism and violence, like Wilayat al-Fallujah and Wilayat al-Raqqa, are especially important. Security forces can severely impair ISIS’s operational capabilities and lessen its capacity to cause havoc by focusing on these strongholds.
